TROY - The Troy-Hayner Cultural Center has received the support of area voters for the past 34 years. All that changed Tuesday night when an increase on the current levy failed.

Executive director Linda Lee Jolly said she was disappointed to see voters defeat the levy, 5,421 (53.79 percent) to 4,658 (46.21 percent). The levy was previously set for the last 10 years at 0.65 mills. Now the Hayner Center administrators will have to depend on other financial resources until decisions are made for the future.

"We're disappointed. The community has supported the Hayner Center for 34 years," Jolly said Tuesday night. "We want to thank all of the people that did support the Hayner Center."

The Hayner Center was asking for 0.85 mills - an increase from the 0.65 mills the levy brought in for the previous 10 years. Jolly said the increase was necessary because of rising costs.

MIAMI COUNTY - Tipp Citian and Republican Bill Beagle is trying to move from local time to big time with a run for state senate. He is going against downtown Daytonian Fred Strahorn, who is the incumbent Democrat. The race has turned dirty on both sides, with each party broadcasting anti-their opponent commercials, complete with Facebook photos and photoshopped heads.

Bill Beagle

Bill Beagle started contemplating a run for state office in November 2009, as he became increasingly dissatisfied with state legislature’s decisions and procedures. He tells potential supporters “I’m voting different for a change.”

“What I think Ohio needs is a focus on jobs and the budget problem,” he said. “My background is in finance. I worked in Council, so I understand the public sector, too.”

Beagle served on Tipp City Council for six years, one of which he was president. He graduated from Miami University with a Bachelor’s in finance, and received a Master’s in Business Administration from Cleveland State University. Beagle owns his own business managing rental properties, and plans to continue that even if he is elected.

TROY - On Nov. 2, voters will weigh in on whether a Republican appointed Miami County Treasurer, Patricia Quillen, will be elected to complete her unexpired term or if the challenging Democrat, David Mihalyo, will be elected instead.

Quillen, 59, of Troy, succeeded former county treasurer Lydia Callison after she retired from the post earlier this year. Quillen said she is “running to complete the unexpired term to which I was appointed” after serving in a variety of public capacities, including serving from 2000-09 as the elected fiscal officer of Concord Township in addition to being the appointed clerk-treasurer for the village of Potsdam from between 2004 and 2009.

“I have served the public in government finance for over 10 years and I want to continue to work hard to provide a personal touch to all who come in contact with me,” the Republican candidate said.

Mihalyo, 47, a resident of Tipp City, is running for the post to “provide the citizens of Miami County with an honest, hard-working candidate that will serve as a full-time treasurer.” His history relative to public service includes being a member of the Tipp Monroe Community Services Board, the Tipp City Park Advisory Board and the Friends of the Tipp City Public Library.

“I seek to serve the public to make office operations more cost-effective and user-friendly for county residents,” the Democrat challenger said. “I also want to improve residents’ access to current financial information via the website.”

Both candidates stated that, if elected, three important goals they say they would like to implement would be:
